Personal Data Processing Policy
1. General Provisions
This Personal Data Processing Policy is developed in accordance with the requirements of the Russian Federal Law No. 152-FZ on Personal Data dated July 27, 2006, to stipulate the order of personal data processing and measures to be taken by the QAPP Team and Russian Quantum Center (hereinafter referred to as the Operator) to ensure personal data protection.

  1. The Operator sees the respect for human and civil rights and liberties, including the right to personal and family privacy, while processing personal data as its primary target and a prerequisite for its activities.
  2. This Personal Data Processing Policy (hereinafter referred to as the Policy) of the Operator is applied to all the information the Operator may obtain about visitors to the QAPP.TECH website.
2. Basic terms used in the Policy
  1. Automated personal data processing – personal data processing by computers.
  2. Personal data blocking – temporary interruption of personal data processing (except where processing is required for personal data update).
  3. Website – a set of graphic and informational materials, as well as computer software and databases, making all of them available on the Internet at QAPP.TECH.
  4. Personal data information system – all personal data contained in databases, as well as information technologies, hardware and software used for its processing.
  5. Personal data anonymization — actions making it impossible to identify personal data as related to a certain User or other personal data subjects without using additional information.
  6. Personal data processing – any action (operation) or a series of actions (operations) performed towards personal data with or without automation means, including collecting, recording, systematizing, accumulating, storing, refining (updating, altering), extracting, using, transferring (distributing, providing, accessing), anonymizing, blocking, deleting, erasing personal data.
  7. Operator — a state authority, a municipal authority, a legal entity or a private person, who independently or jointly with other persons arranges and/or performs personal data processing, as well as defines the purposes of personal data processing, the scope of personal data subject to processing and actions (operations) performed towards personal data.
  8. Personal data – any information directly or indirectly related to a certain or identifiable User of the QAPP.TECH website.
  9. User – any visitor to the QAPP.TECH website.
  10. Personal data provision – actions aimed at disclosure of personal data to a certain person or a certain group of persons.
  11. Personal data distribution – actions aimed at disclosing or providing an insight into personal data to the public, including personal data disclosure in the media, via information and telecommunication networks or any other way.
  12. Cross-border transfer of personal data – personal data transfer to a foreign country, a foreign government authority, a foreign private person or a foreign legal entity.
  13. Personal data erasure – actions making it impossible to restore personal data in the personal data information system and/or resulting in the destruction of tangible personal data carriers.
3. The Operator may process the following personal data of the User
  1. Full name;
  2. E-mail address;
  3. Telephone numbers;
  4. The website also collects and processes anonymized data about visitors (including cookies) using Internet statistics services (Yandex Metrica, Google Analytics and others);
  5. All the above-mentioned data are hereinafter collectively referred to as Personal Data.
4. Purposes for Personal Data Processing
  1. The Operator processes the User's Personal Data to provide the User with information through e-mails; providing the User with access to services, information and/or materials contained on the website.
  2. The Operator has the right to send the User notifications about new products and services, special offers and various events. The User can opt out of receiving the information messages at any time by sending an e-mail to the Operator at request@qapp.tech or mail@rqc.ru and titling it «Opt-out of Notifications about New Products, Services and Special Offers».
  3. The anonymized User data acquired by the Internet-statistics services is used to collect information about the Users' interaction with the website in order to improve the quality of the website and its content.
5. Legal Framework for Personal Data Processing
  1. The Operator shall process the User's personal data only if it has been filled out and/or sent to the Operator via specialized forms on the QAPP.TECH website directly by the User. By filling out the relevant forms and/or sending their personal data to the Operator, the User signifies their agreement with the Policy.
  2. The Operator processes the User's anonymized data if the User's browser settings allow it (cookies and JavaScript are enabled).
6. Framework for Collecting, Storing, Transferring and Other Processing of Personal Data
The security of personal data processed by the Operator is ensured by the implementation of legal, organizational and technical measures necessary to fully comply with the currently applicable statutory requirements regarding personal data protection.

  1. The operator shall ensure personal data safety and take all necessary measures to prevent unauthorized access to personal data.
  2. Under no circumstances shall the User's personal data be disclosed to third parties, except when related to the execution of applicable laws.
  3. If the User finds any inaccuracies in their personal data, they can update it by sending an e-mail to the Operator at mail.qml@rqc.ru and titling it «Personal Data Update».
  4. The personal data shall be processed for an unlimited time. The User may withdraw their consent to Personal Data Processing at any time by sending an e-mail to the Operator at mail.qml@rqc.ru and titling it «Withdrawal of Consent to Personal Data Processing».
7. Cross-border Transfer of Personal Data
  1. Prior to the cross-border transfer of personal data, the Operator must make sure that the foreign recipient provides secure protection of the rights of personal data subjects.
  2. Cross-border transfer of personal data to foreign recipients that do not meet the above-mentioned requirements may only be performed if the subject gives their written consent to the cross-border transfer of their personal data and/or if the transfer is a part of a contract where the subject is one of the parties.
8. Concluding Provisions
  1. The User can address any questions regarding personal data processing to the Operator at mail@rqc.ru or request@qapp.tech.
  2. Any amendments to the Personal Data Processing Policy made by the Operator shall be recorded in this document. The Policy is valid indefinitely until replaced by a new version.
